Prepare the Dough:

In a large bowl, mix the warm milk, warm water, vegetable oil, sugar, and dry yeast. Let it sit for about 10 minutes until the yeast is activated and the mixture becomes frothy.

Add the flour and salt to the yeast mixture. Mix until a dough forms.

Knead the dough on a floured surface for about 5-7 minutes until it becomes smooth and elastic.

Place the dough back in the bowl, cover with a damp cloth, and let it rise in a warm place for about 1 hour or until it doubles in size.

Prepare the Filling:

Chop all the vegetables (red pepper, yellow pepper, tomato, green tomato, green peppers, and green onions) into small cubes.

Assemble the Pinwheels:

Once the dough has risen, punch it down to release the air.

Roll out the dough into a large rectangle on a floured surface.

Spread the chopped vegetables evenly over the dough.

Starting from one long side, roll the dough tightly into a log.

Cut the log into 1-inch thick slices to form pinwheels.
