Pasta casserole with cream sauce and minced meat

Make the meat sauce:
Heat 2 tablespoons olive oil in a large skillet over medium heat.
Add the chopped onion and 1/2 paprika and cook until softened.
Add the minced garlic and cook for another minute.
Add the ground turkey to the skillet, breaking it up as it cooks.
Once the turkey is browned, add the diced tomatoes, salt and pepper mixture, and tomato sauce (if using). Simmer for about 10 minutes until the flavors blend.
Make the cream sauce:
In a separate saucepan, melt the butter over medium heat.
Add the additional 1/2 paprika and cook until softened.
Stir in the flour and cook for 1 to 2 minutes to form a roux.
Gradually whisk in the milk, stirring constantly, until the mixture thickens.
Add two pinches of salt and the chopped parsley and stir to combine. Remove from heat.
